I'm sure some would love this plan. There are some good points here. Here are some of the things I don't like.
Lack of opinion regarding learning basic grammar and vocabulary which allows one to read native material, unless
this is all supposed to be done through reading. The low value placed on listening. The low value placed on all skills
except for reading. The suggestion that everything should be understood/looked up when reading. The suggestion
that one should only read the first 20-30 pages of a book; while it's true one will get most new content in those
pages, reading the rest of the material will provide much needed practice. The whole leaning that reading is some
sort of silver bullet that will allow one to hide out and be passive until, voila, they are fluent in all skills. I'm going to
guess the OP isn't very experienced, which is fine, but it should be stated as it is a critical piece of information for
learners.

Would it be a good idea to make wordlists of words you don't get on the first read though
and practice them independently of the rest of your reading?

Wouldn't the effectiveness of this method depend on what language one is learning?
I heard that the vast majority of German words (I've also heard all of them, but there
must be loanwords) are pronounced the way that they are spelled. Therefore, as long as
you know the alphabet, diphthongs, etc., pronunciation wouldn't exactly become a problem.
This isn't the case in English, however.
As for looking up all words in the language that you are not familiar with, I suppose
that is a good idea, but I don't even do that in English, my native language. But maybe
I'm just ignorant. :P
