I took Spanish for 4 years in high school and I didn't take it seriously. Yet, I still
have some of the knowledge. Now that I am in college and not forced to learn it I have a
new passion for it. Any suggestions on which programs to use. I am getting Pimsleur
from my library what other recommendations do you have? Also is it possible to get to a
semi-fluent level on my own within a year?

You are further along than I was when I started about a year and a half ago. In my first year I did Pimsleur 1-3, Michel Thomas foundations (8 hour all audio course), Madrigal's Magic Key (grammar-type book with 40+ lessons), Destinos (free program online in the form of a multi episode telenovela) and Assimil Spanish With Ease (an absolute must course). I was happy with all of these. In terms of actual recommendations, I highly recommend Michel Thomas and Assimiil.
Regarding your question about where you can be within a year. If you put in a little time (30-ish minutes) every day with your background I would think you could have very meaningful conversations with natives after a year (particularly if you do Assimil).
