Countries good at 2nd foreign language?

I often hear people describe English and Spanish as "easy" languages but I don't believe that any individual language is simple to learn. I think it's a case of English and Spanish being large international languages and having lots of eager learners due to their perceived usefulness.

Languages which are closely related to your native one may appear easier because you are familiar with the structure and have a lot of shared vocabulary to help you along. Therefore a Norwegian won't find find German alien and those "difficult" Asian languages are probably quite accessible if you already have experience in that field.
