Probably a big-time noobie question, but what does it mean when people are saying they are at B1, B2, C1, etc? Are those the levels of mastery of a language? How do you know when you are at a specific level?

There are three levels (each divided in 1 and 2):
"Aaaaargh, I cannot express exactly what I want."
"Be patient, I'm still learning."
"I'm so Cool!"
Yeah, and than there are the official definitions:

Congratulations on a truly witty and appropriate post @Cavesa! I 100% agree! Cavesa's description should serve as "The Real Guide to the CEFR". I wish I'd thought of it. The only thing I can think of to add is C2- "I'm Cool squared!". You've made my day!
