In my experience, it depends on the nationality of the person developing the site: if it is a Portuguese or a non-Lusophone, the person will instinctively reach for a Portuguese flag. Therefore, when I see a Brazilian flag, I know the site (or the page, for that matter) has been set up by a Brazilian, or at least by a person with an extensive exposure to Brazilian Portuguese.
