Is speaking fluency always your goal ?

Speaking at a C1 or C2 level isn't really a goal for me in any language I am learning (if that's the level we are setting for being "fluent"). My main goals for learning languages are listening and reading. I want to read novels, nonfiction, websites, etc. in their native languages and I want to be able to listen to music and watch TV, movies, documentaries, etc. in their native languages. That doesn't mean I don't work on my active skills. My goal for speaking and writing is to get around a B1 level, maybe B2 in a few of my languages.

If things change and I have the chance to live in a foreign country, then I'll definitely change my plans and strive for fluency in whatever native language is surrounding me.. But for now, C1 or higher in passive and B1 or higher in active are my goals for the languages I am learning.

since I love the English language, I wish I could be fluent someday. But it's mostly a dream, I don't think that goal is realistic to me unless I can live in an English speaking country for at least a year. Although I can manage, I still need a dictionary when I read a novel, and I might not understand everything in a film or tv program.
I'm currently B2 at English, and I hope I can reach C1 next year.

Besides, I can speak a little dutch and due to a next work as volunteer, I am willing to learn korean. I will stay three month there, so I know it's too short to get fluent. However it sounds beautiful to me and the writing is very special too, I want to improve a lot at it. I think I am going to love South Korea and its people.

This has definitely been my experience. However, the fact that it is easier to learn to read than to speak is for me definitely a result of the information age, in which so much written material is available anywhere, any time, while real, meaningful speaking opportunities are generally much harder to come by. I don't think it's because of any innate difference making speaking harder.

It depends on the language. I intend to continue studying German to a level where I can speak, write, listen and read with C2 fluency.
To be honest, since I genuinely doubt that I will ever be able to understand spoken French with ease, or more particularly master anything approaching a comprehensible accent, my aim is to develop fluency in reading and writing.
Equally with Russian, my aim is to develop fluency in reading and writing, while a 'tourist's command' of the spoken language will suffice. Italian and Spanish are on my hit list, and I imagine that I will want to achieve a spoken fluency in these.

I'm an all or nothing person, so my answer would be obvious. I pour 110% of efforts at any project I decide to undertake or I don't start at all. This is a great trait to have, but also can prove deleterious in two ways: I may linger too long on a project to achieve a lofty level, to the point the effort gets exponential for a diminishing return (Pareto principle); or I may not start at all.

For example, I want to learn Italian to a basic level, but have not touched my Italian book due to a sense of betraying my goal of advanced fluency in German, French, an Portuguese before allowing myself to "flirt" with Italian, Swedish, Russian, etc.

My goals are clear: advanced C1 fluency in the target languages you see on my profile.

I'm well on my way there, however. This ship's been out in space for almost a couple of years now :) ... So I'm closer to the finish than the starting line.

The caveat is I want to reach this level in the Indo-European languages I chose before fully immersing myself in the challenge of Mandarin. It would only be then, and always with Mandarin as my overwhelming focus, that I will reward myself with Italian and Swedish, which given my language knowledge should be relatively simple to get to B1-B2 without heavy strain.

In short, yes. That is why I never have been interested in Latin or other dead tongues.

It depends on the language. I definitely aimed at speaking fluency in English and German
but I don't have such ambitions for my other languages, at least not at the very moment.
B2-C2 (depending on the language) reading and listening skills and B1 speaking would be
just enough for now.
