For countries:
"The" comes before the names including a general term. the united STATES, the czech
REPUBLIC, the netherLANDS, the united KINGDOM etc.
Others are without article.
"The government" comes when it is sure and understable which government are you
speaking of. The newspaper saying "The governement wants to increase the taxes" surely
speaks of the governement of the country where the newspaper is published.
"A governement" could be, in my opinion, found where any governement would fit. For
exemple a textbook about politics could generally say: "A governement does this and
that while a president can do something else".
The rules can be found in any good grammar book. One of the best are Essential Grammar
in Use and English Grammar in Use published by Cambridge. The third volume is Advanced
Grammar in Use.
