It does not matter if they pronounce it jo or io, they certainly do not pronounce it "í-o": no pure i sound, so no clash between 2 i sounds. Hencke had already made that clear!

"e" is used with words starting with "hi" or "hie"

for example.

Hijo e hielo. (Son and Ice)

rggg's already said that diphthongs don't count, so "e hijo" is correct, but it's "y hielo". This is because the "i" here is not a full, clear vowel.

If you want to check for yourself, check out http://www.corpusdelespanol.org, where you can input a word or phrase in Spanish and see examples of it taken from real use. If you search for "y hielo" you'll get 13 results and if you search for "*e hielo" you'll get none. You'll get similar results with searches like "y hierba" and "y hiel".
