How would you say noun + that (descriptive stuff)?
Ex. The teacher is tall.
The teacher that is talking to the student is tall.

Hi there, it's nice to see someone else learning Tagalog.
In a lot of cases 'na' and its variant 'ng' can be a pretty reliable translation, but not for all situations. Upang and kaya spring to mind. I'll quote a few sentences from Leo English's English-Tagalog dictionary:
She is the girl that you saw in school
Siya ang batang babaing nakita mo sa paaralan.
That is the house that Jack built
Iyon ang bahay na ginawa ni Juan.
For your example sentence, I guess the translation would be:
The teacher that is talking to the student is tall.
Mataas ang guro na nagsasalita sa estudyante.
And a few other sentences:
The one that I love is you
Ikaw ang minamahal ko.
He's the one I saw near the field yesterday
Siya ang nakita ko malapit sa bukid kahapon.
