I hope it's not too late to post on this thread.
I usually wait about one to two months before I start to speak, and when I do, I do a bunch of shadowing and self-speaking to myself. I don't like to wait a long time like some input only people do, but I wait just long enough to create hunger for the language and get down my listening skills first.

I start after I have gone through my course(s),from front to back, about five times. This takes me about two months. I then do shadowing while I'm conversing with people because by this time I feel really comfortable with the language and how it sounds.

Yes, sometimes it takes a while. I recommend sending 10 requests out times the number of language partners you
want. You might try:
