I would recommend reading a lot of (quality) magazine and newspaper articles, and finding some way of getting conversational practice.
With the reading, it is not enough to look up words you don't know; you should also follow up any grammatical points that confuse you. I am imagining that you are trying to learn German, and so I will use German as an example. If you find an unexpected adjective ending or article, or an unexpected word order, for example, try to work out why. Don't think something like "they must do things differently". There is almost invariably an explanation.
Also assuming you are trying to learn German, I might suggest learning to play Skat. The specialized language is fairly restricted; once you learn the rules and strategy of the game, and its technical terms, you will be able to take part. There will be a lot of bye-talk (if I might use that term), and you can participate in that to the extent that you feel competent. Anyway, it worked for me.
