Yes the recordings are at normal talking speed. It's slow enough that it's clear but fast enough that it sounds natural. The first few lessons tend to be given in two versions, one slow and one normal. There isn't much of a transition from listening to Assimil-speed recordings to listening to 'real' audio.

Assimil is never just one speed for the entire course. It start off slower than normal speaking speed but increases to that level. It's certainly never overly slow however.
One thing I might suggest for learning Hebrew is to analyse some of the common regular verbs. After the most common try doing the same for the second most common and so forth.
