What type of construct is "wird's" as in the phrase "Na dann wird's ja höchste Zeit!".
Is the apostrophe here used as a contraction of 'es'?

It's short for "wird es"
(The es in impersonal verb constructions oftens gets contracted to 's)

Other very common examples are "Wie geht's?" and "Was gibt's?".

Yep, just "wird es," although when writing (papers, in newspapers, books, etc.) you don't use this. But in speaking it just gets mashed together just like when you say "I'll" or "I'm" you don't think about it.
