I'd say: "Um wieviehl Uhr sind sie hier?" (just use the present tense)
Natives may say it differently.

Yes there are of course much possibilities:
* Um wie viel Uhr sind sie hier?
* Wann sind sie hier?
* Um wie viel Uhr werden sie hier sein?
* Um welche Uhrzeit sind sie hier?
...

No you don't need to. By the way "Um wie viel Uhr werden sie hier sein? " is future tense. Just usually natives prefer the more short and easy way. So mostly something like "Wann sind sie hier?" or "Um wie viel Uhr sind sie hier?" is used.

Present tense (or continous) is used for the "near" future in many languages, including English (When does the store open? The plane departs at 9.15. I'm going to France this summer. and so on).
A big no-no is to make assumptions based on how your native language works.
EDIT: Quote added for clarification.

I don't make assumptions. You will find your explanation maybe in grammar books for foreign students. But normally Germans don't use a form with "werden/wird" very often cause it sounds kind of artificial.
But here a small quote:
http://de.wikipedia.org/wiki/Futur wrote:
"Wie eine 1982 an einem repräsentativen Korpus von Texten durchgeführte Untersuchung ergeben hat, wurde dort „Zukünftiges“ bloß in 4,6 % der Fälle mit dem Futur I ausgedrückt, während für das Präsens 76,0 % errechnet wurden. Überdies ist in Aussagen, die bereits einen klaren Zukunftsbezug aufweisen, eine zusätzliche Kennzeichnung der Zukunft im Verb aus sprachökonomischen Gründen unnötig." |

(I don't like to quote from Wikipedia but as this insertion was made by a linguist from university of Zürich I am sure it is reliable)

Paramecium - my post was intended for shadowzoid, and an answer to the question "dont i need to make the tense future?".
Sorry for that. I'd better edit my prevoius post.
