Does anyone know what branch of the indo european languages is the closest to the Germanic languages?
Did the proto Germanic language have a brother language that branched out to something else?

AFAIK modern mainstream Indo-European linguistics does not recognize any other branch as closest to Germanic. I have heard of disputed theories linking Germanic to Italo-Celtic (whose existence is also a controversial proposition) and to Balto-Slavic, but the evidence for either does not seem compelling. The best things we can go by right now are probably the Centum group and the Standard Average European Sprachbund, neither of which is considered to directly imply genetic relation.
