It's a program incorporated into pretty much all operating systems that enables you to change keyboards (for example, from English into Japanese) without actually having your OS in that language. I don't know anybody who can type in Japanese without using it, so your friend had to have been using it. BTW, you can read more about IME here (sorry, no article in Bahasa Indonesia :( ).
