If you read the blessed-by-the-gods-with-kotodama Japanese language.

http://www.aa.tufs.ac.jp/elib/ltext/khk/pdf/a.pdf
and b.pdf and c.pdf.

But I have a Oirat friend from Inner Mongolia who speaks Standard Inner Mongolian (Chahar) with quite different vowels than this book. Take the transcription with three or so grains of salt.

Why are the transliteration from the traditional script and the one written in Cyrillic different? Are they different dialects?

As I understand it, Classical Mongolian script uses historical spelling and the pronunciation had already changed a good deal by the time the alphabet was switched. The Cyrillic spelling is based on the sound of the Khalkh dialect, and even then it's not exactly phonetic (lots of silent letters and other orthographic weirdness - perhaps the pronunciation has shifted even more?).

Also from Wikipedia:

http://en.wikipedia.org/wiki/Inner_Mongolia#Culture

Quote:
the standard pronunciation of Mongolian in China is based on the Chahar dialect of the Plain Blue Banner, located in central Inner Mongolia. This is different from independent Mongolia, where the standard pronunciation is based on the Khalkha dialect.

Edit: saw this link in another thread, perhaps it will be of some use:

Living in a university-city, I'm lucky in that the second hand bookshops hold books on a very wide range of subjects, some quit rare and fascinating.
I was there this morning looking for something on Yoruba, but though I didn't find anything, I did find what appears to be a Chinese book on Classic Mongolian. And seeing as this thread got me interested in it, I bought it (it was only 5 euro).
Mandarin is on my list of "Languages to study to fluency before I die", so hopefully I'll be able to make use of it sometime in the future.
Here are a few scans in case you're interested in finding a copy for yourself:
