I think when most people say things like that, it's simply throwing a rough figure out there not thinking too much about it. I tend not to do this personally, I'm too conscious about overstating my abilities that I don't know if I end up giving myself too little credit or what. So I shy away from exact figures, rather I'll just say I can understand and converse in the language at a basic, intermediate, advanced level etc.
Though, as others have said when you do start discussing specific percentages, it depends on the context and subject. Someone could sit in front of me for an hour and talk about car parts in English and I wouldn't understand 100% of it. You could pick 100 random words out of the dictionary and I might not know any of them. Do I understand 0% of English? When you start getting that technical about things, it takes all the fun out of it as far as I'm concerned. I don't want to learn a language to talk about what percent of it I know, I want to have fun, make new friends, have unique experiences, etc. Leave all the other junk at the door.
