Here is a very interesting interview with Lee Kuan Yew, the founder and leader of Singapore. Besides other matters, his views on English and Chinese might be of interest for this topic.

edit: I read this article yesterday on the WSJ, but it seems it is no longer free to read today, so I looked for a free mirror to link to here. Bizarrely enough, the interview on this link looks like an automatic translation from another language, when the original interview was of course published in English on the WSJ. Perhaps it was translated from English into another language and then retranslated by a computer translator back into English?
