Are there some standard, internationally-recognized language proficiency exams that a person can take to prove his competence? I've googled it but I can't seem to find anything. I'm specifically looking for a Russian exam--something that I could put on a resume so that I could quantify and qualify my knowledge.

That would be the Test of Russian as a Foreign Language (TORFL).
