It's a line from a song. I guess it is Levantine, although I might be mistaken.

Waynak means "where are you".

"3aaseb ar ras" if I had to guess I'd say "turban or headband wearing person"

explanation (I may be wrong):
3aaseb seems like the active principle of 3asaba. According to this dictionary http://www.almaany.com/home.php?language=arabic&lang_name=%D 8%B9%D8%B1%D8%A8%D9%8A&word=%D8%B9%D8%A7%D8%B5%D8%A8

"3asaba ar ras" means to tie a "3isaba" around it. And an 3isaba, according to google images, is clearly some sort of turban or headband.
