"very less" when Indians speak English

In CIA World Fact Book it is written that there 15 official languages of India though English is not. An Indian authority said that English was the only official language; it means CIA web page says wrong. I think they must know their official language. Though Chinese don’t know much English I think the Indians have no problem on the internet while communicating with the westerns.

The CIA World Fact Book says that "English enjoys the status of subsidiary official language..." which is correct.

Well by American, Canadian, British and Australian standards it's definitely incorrect. But you never know, it could be accepted as correct in India.
