It strongly resembles (to my eye) the Late Semitic script you see on charts like

Yes, I see that with ישראל (yisrael) but the shin and mem of שלומ (shalom) , and the lamed of על (al) don't look right...

Those were the most difficult characters, I agree.

The copy (on the Nativity scene) makes them more difficult than necessary, I think. If you look at the image of the mosaic, it's a lot easier to understand:

The initial shin of שלומ (shalom) doesn't look like the other because the right-hand side of the character appears damaged in the mosaic. The copyist took what he saw.

The final mem of שלומ (shalom) looks more like a modern nun in the Nativity scene. However, in the mosaic the final mem clearly looks almost like a box or square, as final mem is written in modern block script.

The lamedh is much easier to see if you cover up the topmost horizontal/diagonal stroke: then it looks like a modern block script lamedh (printed lamedh often has a little hook or curve at the very top).

That middle lamedh is much easier to see in the mosaic. The Nativity scene reproduces it with a lot more flourish than necessary, and that made it the most difficult character to reconcile.
