Hello everyone. I'm currently working at establishing cooperation links between foreign universities and my home country (Argentina) and I would be very glad if you all could help me with your own opinions. I know one site with a list of the "best": http://www.webometrics.info, but I would appreciate personal views. Specially I'm interested in Africa, Middle East, Eastern Europe, Oceania and Asia.
Any information would be welcome. If this same topic has been previously discussed, please let me know so.

I don't understand why you are asking this question here. Wouldn't it be better to look at the many international rankings of universities that would be more informative than anecdotal evidence?

Because I want to have all the information available before taking a decision. And is not anecdotal evidence what I'm looking for, it's just that as a native from a certain country, it's easier to say which are the best universities in your own country. For example, in Argentina are the UBA and the UNLP, and although they appear in the rankings, there are others that appear also, and that aren't so good.
If the topic is missposted, please relocate it.

I see your point but I'm not too confident that you'll get enough answers here to make a credible decision. Have you tried browsing forums where prospective students discuss their different choices for university? There should be a lot of anecdotal information available.
