The English equivalent is TOEFL (Test of English as a Foreign Language™). The site is

Why would you want to take this test for your native language? The exam is meant to test your abilities in a foreign language. I would think that it's pretty much assumed that you're capable of communicating fluently in your native language...

I agree, I don't think you need to prove you have native level fluency in your native language...
Also I'm pretty sure the test you're thinking of is called the Common European Framework of Reference for Languages (CEFRL). The levels are A1, A2, B1, B2, C1, and C2.
