Karl Sandberg, with others, wrote excellent courses to learn languages for the purpose of reading comprehension (e.g. French for Reading, German for Reading). I have friend who is not very interested in communicating verbally in English or listening to audio material, but he would like to be able to read books, articles, and newspapers written in English.
1. What is the best equivalent to Sandberg's courses for English, in a similar format if possible?
2. Are there similar courses for other languages (similar format, focusing in reading comprehension)?

Not sure if it would work that well with that language pair ... don't these kind of courses
draw heavily on cognates?
Anyway, with English you have plenty of graded readers to choose from, even at very very
low levels. And English grammar should be a non-issue for reading comprehension.

@Hashimi: Depending on the age of your friend and his/her knowledge of other foreign languages maybe a direct/natural language method textbook might work. Lots of them are available for free on archive.org.
However, this method is not for everyone.
