If you read Chinese, several scholarly grammars are available, apparently. There are also descriptive grammars in English.
This one sounds good:
"Fundamentals of Iu Mien (Yao) Grammar" C.A. Court
It would require a good imagination to build sentences from a descriptive grammar, though. But with some text you can basically teach yourself.
