I can understand some words, but there are others that I cannot read at all.

I had another go at it and believe that the text is at least 300 years old.
I read it as follows:
Konsten syn over al in zvaerde, daarom
laat ons de neerstigheijt omhelsen om
ons gemoed te vercieren met soodanige
konsten, die de dieven ons niet konnen
ontrooven, ende geen ongeluck sal oor-
saeck sijn vande selve te verliesen.
I'm not sure about the "z" in the first line, though. I think that I got the gist of it, but I'd rather not provide a translation, because my Dutch is a bit rusty. I'm sure one of the native Dutch speakers will provide you with a good translation.
BTW, if you like this kind of handwriting you may want check out old German Sütterlin handwriting which is somewhat similar.
