They are a great help when learning English.
True -- I'll give you that, but English is a special case.

I think phonetic transcriptions are useful when the spelling system is a poor guide to pronunciation for the non-nation speaker. I emphasize "non-native speaker" because for native speakers the spelling is system is usually not a problem because users have a phonetic image of the word in their heads. French, for example, has all kinds of letters that may or may not be pronounced according to the context. All modern French dictionaries use the IPA phonetic transcriptions because it gives the best idea of how a word is pronounced.

Although the phonetic symbols have to be learned, I think phonetic transcription can be very useful to highlight differences or similarities of sound regardless of the spelling.
