I think it is really more relaxed and espontaneous that appears to be. You need to ask the person to know how he/she really prefers to be named. Just in case, I as a Spanish (language) speaker never call a catalan friend by the translation of his name into Spanish unless it is how they call themselves, but I consider normal if they call me Jauma instead of Jaime because (1) I understand it as affectionate; (2) my name is originally catalan, being the castillian version of the catalan version of Jacob-Jacobo-Jackes(french)-Yagoba(vasc)-Santiago-Yago: "James" and Jack in English.
I think the interpretation of Cainntear is correct.

I was thinking... Samaranch comes from a generation in wich public figures used the Spanish version of their names, as oposed to the private use (wich I don't know in this case). He was not only well known before the end of the dictatorship, but also reputed to be (very) in the right (wich also is unknown to me). More recent figures are more illustrative: Narciso Serra (a socialist politician) arrived to the defense minisry as Narciso in 1982 and left as Narcís four years later. I think this is the moment in wich name equivalence is more or less normalized for public figures outside Catalonia (in Catalonia they were using catalan names in public much before this, of course). And I think it has to do with the widespread use of catalan speaking media, specially TV and radio.
