This story is complete nonsense.
"Kyootansurukokorogaarimasuka" is typed out using the standard English transliteration, but doesn't actually fully reflect how a Japanese person would pronounce the sentence. If the person hearing this sentence had zero knowledge of Japanese, there is little chance one would spell it perfectly from just audio reference. "頭が悪い" literaly means "poor mind", but in all the Japanese ways to say "poor mind", "頭が悪い" would be the worst offensive expression. "intellectualy inferior" "handicaped brain", something like those.
