The best French language Belgian universities (the best Belgian universities are the Dutch language ones):

How much French do you need to know to be accepted to the French language Belgian
universities? Can you come with very little knowledge of the language and would they still
accept you?

The vast majority of the courses at those universities are in French.
You can take a preparatory year in which you study the language, and the year after start your bachelor's.

At the University of Vienna they offer a really cool program for international students where you begin by taking
German classes and then you are able to enter in a program after you reach the proficiency level in German of B2.
It's not free but I think it is cheaper than schools in the US.

In general, all across Germany, the price is often times between 200 and 500 Euro per
semester, plus cost of living, of course. However, you can decide what cost of living is
within your range and choose an area of the country to go with. The former eastern
states and Berlin are generally cheaper costs of living.
