Cologne is special in that they have managed to maintain a strong dialect that even the
people from the rural areas around the city can't understand. It takes a lot of
stubbornness to do that, and they even try to export the dialect by way of party music.

In Cologne you can always tell the out-of-towners or newly-arrived.

For many people in Switzerland, Austria or Germany, especially the extreme south or north
of Germany, Standard German is something they have to make an effort to speak. On the
other hand, the big cities tend to speak Standard German natively as a result of having
people from many places come together (except for Cologne and Munich). As long as you're
going to a big city, you should be fine.

So, cities like Hambourg, Berlin or Wien should be fine, not considering Switzerland because is more expensive than Germany or Austria :P

I wonder why in Munich people don't speak the "average" standard German...

Which other cities can i consider "Big"? Stuttgart and Dresden could be OK?

You'd be fine most of the time in Munich - unless you insist on speaking with older people or venture too far from the centre. Mind you, the standard of living is quite high and results in expensive housing/hotel rates...
