That was Verbling's original model, it was an interesting idea and it seemed to work quite well from what I saw... or from what I didn't see ;). But now their focus has moved to tutoring. I'm not sure if this was because it was problematic or just that they realised they could make a lot more money with tutoring.

Yes, that's the idea.
You are right, moderation would make or break the app.
In these cases I'm thinking a strategy based in grouping users depending on being reported
or not:
1- "Bubble up" users that have been positively rated (1 or several times).
2- When a user is reported (1 or several times) put it in quarantine
3- User is marked as problematic when an admin confirms it based on a report
So users in 1 only can talk to users in 1, quarantined users only can chat with quarantined
users and problematic users are banned or they can only chat with other problematic users.
This is a form of shadowbanning, that is, users don't know that they are banned so they can
only contact others of their ilk. This way problematic users (trolls/griefers) can still
use the app but they don't disturb users that are there for learning.
Yep, it will be difficult, but with some adjustment it could work.
