The file can only be downloaded 10 times and its size is limited to 100MB. So you can see
a situation where people may only get 3-4 pieces of a 8 piece course. Also a person can
pick and choose which parts of a torrent to download. A torrent is slower but surer way
of sharing material, in my opinion.

If you have a collector's account on Rapidshare the 10 download limit doesn't apply (I think).
Would it be possible to have these sent to the person who runs http://www.fsi-language-courses.org/?

If I remember correctly, in the original website (http://www.fsi-language-courses.com) they are still debating the legality of putting these courses in the public domain. Last I heard, they were't willing to host them, but perhaps the "offshoot" website you mentioned are different. Asking won't hurt.
EDIT: Just checked the .org site which had the following warning:

Still can't get any of the torrents I tried to work. I tried a different pc with a different connection. No luck.
Hopefully, the .org guys will be willing to host the material.

Another option is to buy a premium account on rapidshare for Fat-tony for say 90 days to upload the files. It shouldn't be too expensive if a few of us chip in.

The download limit is now 200 MB. And if you get a free collector's account (you get that option after uploading a file, it's a quick and simple registration process), the 10 download limit does not apply.
