It depends on whether you are a self-learner or attending a class, and also how far you want to go with it. Furthermore, it depends on whether you're planning to learn Iberican Spanish or Latin American.
I used to teach from the Pasos course, I and 2, and I found it to be a very solid course. Pasos 2 takes you up a pretty high standard, and the Spanish you hear on the recordings is at full speed.
Linguaphone Spanish is good, but expensive.
If you search around in recent posts you'll also find a thread about Fluenz, and the user seems really impressed I haven't used it so I can't comment.
