I have been fixed on TV5 Monde for months now and I have some questions:
1) Do Quebecois speak French to English speaking Canadians when they are learning French or cannot speak French?
2) Is French increasing in Montreal?
3) Do you get English TV in Quebec?
4) Can Quebecois speak English like native English speaking Canadians?
5) Does Quebec promote French tourists from France to increase the number of French speakers in the community?
6) Do the Indians and Chinese bother to learn French in Quebec?
7) Are the majority of taxi drivers Indians?

3) Yes, but the number depends on whether or not you pay for programming
4) For the most part, no
5) I don't know. Quebec's tourism campaign is probably a global one.

6) Depends. I've heard second-hand about people from India who speak 6 languages (including English), live in Quebec, and refuse to learn a word of French. Canadian language politics can get ugly.

No, it's a foreign language to them. Some speak English quite well, i.e., what we would call "native fluency" but I find that many are very uncomfortable speaking English and would much rather speak French if you are able--especially when you get out of the tourist areas.

It is indeed a big controversy about immigrants learning French in Quebec. For an
immigrant who speaks neither English nor French, English often seems the way to go.
They
may settle in Montreal (where there are many anglophones) but they've got a whole
English-speaking continent around them. In the Quebec culture-wars, these immigrants
are
seen as a force against the survival of French, so there is discussion about making
immigrants learn French, or only accepting immigrants with certain levels of French
into
Quebec. Whose rights are more fundamental? Immigrant rights or language rights?
One of my classes had a discussion about this and the teacher showed us a Quebec TV
show
plays with these issues, called Pure Laine (a term denoting the 'vrais quebecois').

No, most of them are Haitian
