I stopped learning languages when I got my exam in January 1982, and then I just used my travels and TV to keep some of my languages alive. Things like Romanian went from something like basic fluency to almost nothing, if measured in active and passive skills. However it only took about a month of concentrated effort to kick it from zilch to intermediate fluency, and then a few months and a two week trip to Romania and Moldova to move it further up to the low end of basic fluency. So my old skills did return, but not without a fight.
