I think it's a great way to learn! Being able to have meaningful conversations with real people helps the vocabulary to stick. It also forces you to constantly figure out new phases, and of course you get to learn fun things like slang...stuff you wouldn't normally see in a textbook.

My penpal is a prisioner in a portuguese jail. He speaks English (he's from South Africa) and that's the language we use to write the letters.
Sometimes I wish he knew Afrikaans to teach me some, but he doesn't...

I have had some great experiences with penpals. If you have the chance to get a penpal who speaks your target language, by all means do so.
