ok, so first off
just for fun(because I'm an extreme geek like this), I am going to attempt* to learn a language without the aid of my mother tongue(english)
the languages I have am considering attempting
French-I've been to france, want to go back someday, I have recourses, a friend who speaks french, a friend who lives in quebec
Spanish-I live in southern california, however still am not that interested in this language
German-I've been to Germany, want to go back someday

Do you mean using courses that are only in your target language or no formal studying at all, just by immersion?

It depends on what you're going to do :) E.g. if you want to study by immersion, the best ones are Spanish and French because of your location and friends who speake the language.
All else being equal, choose the one which suits best for the approach you have in mind.

Spanish is a fairly simple language (relatively speaking of course), so perhaps it would be the best suited for a learning experiment?

I also live in Southern California, and I would say Spanish would be the easiest for this. There's a lot of Spanish radio, you can drive down to Mexico, and in my high school at least, like half of the students speak Spanish. It's as close to immersion as you can get without it being an official language.
