I've found information indicating that the government of Quebec will train non-Canadian citizens in French with full time language completely for free. Does anyone know of similar programs for people who are Canadian citizens?
One I've found is J'Explore, but it is only 4 weeks long and I think it is not as intensive.

As a anglophone Canadian now living in Quebec, I don't think there's anything available. Which really sucks. However, the Quebec Government does subsidize the continuing education French courses at (for example) McGill. I'm doing one of the oral communication courses as part of the "French for Professional Communication" certificate.
The 9 week course is really good, but at the advanced level is _really_ focused on biz-speak, which personally makes it slightly less interesting for me. It's 3h/week of class time plus "virtual lessons" you do online -- the fall term is slightly longer at 13 weeks. The course was only ~$250, which is pretty damn cheap.
The Canadian government has created French courses for the public servants (part of the Canadian School of Public Service). I believe that these course materials -- funded with tax dollars -- should be available for free to the public like the FSI courses are in the US. I've started writing letters to various government (provincial and federal) departments and ministers, and well as a number of non-profits who promote and defend the French language here in Quebec. However, I haven't received a single response.

I've done an immersion through the j'explore program and I found it was very good. There
is about 2 dozen schools which offer programs which are eligible for the federal funding,
and they are all listed at jexplore.ca. The school I went to is Trois Pistoles, and it
lasted 5 weeks, as I believe they all do. Only catch is you need to be a student to
qualify.

I am an American who is interested in learning French. After looking at the link you
provided, it seems that the free classes are only for immigrants to Quebec. Am I
mistaken?
