I think the main thing is that Spanish speakers (like English speakers) don't need to use foreign languages, because such a huge number of people speak Spanish. I have traveled to Italy, Malta, and Morocco with Spanish speakers, and as soon as people heard use speaking in Spanish they tended to speak Spanish. This even happened a couple of times in Thailand. Granted, we were in touristy places, but a non-English and non-Spanish speaker would probably have to use another language (like English), whereas English and Spanish speakers can often use their own when they go abroad.

I think the people of Madrid (probably all Spain) have got A LOT better over the last decades though. Don't you agree?
I spent a lot of time in Madrid, for family reasons back in the late 1980s. I was just a kid and literally HAD to learn basic Spanish to be able to get around and communicate. NOBODY (it seemed) could speak English.
But recently I've visited there on business a few times, and I have found that a lot of people are able and willing to communicate in English; including people in service jobs.
I was told that the reason for the lack of English skills in the up until recently was due to the right wing nationalistic Franco regime which reigned there for several decades. It had some issue with English and kept it out of schools.
I recall that a lot of Spanish people back then could speak French. They had learnt that in school.

Agreed.
A while ago there was a similar article written about the French, that went as far as to question their intelligence for not being able to speak English. I think the question that needs to be asked is "why should they" rather than why can't they.

Lett's be careful with that line of thought or you get lots of sad and sometimes vaguely racist attempts by Americans to just add o's on the end of things and pretend that's Spanish.
