I am not sure that I agree though it should seem it should be true if one lives in a culturally homogenous world without the influences of another culture (this is not meant as an insult0. I grew up in a semi-bilingual home (English/Spanish..the majority of my family members live in Panama). In my opinion, how well someone learns a lanaguage is dependent on ones exposure, opportunity and desire to speak the language. In Panama, there is such a strong American influence from TV shows, movies, products and population that many people speak or at least somewhat understand basic English. Also, learning English is emphasized culturally (many private school are bilingual and public school start teaching English in Kindergarten). People are continously exposed to grammar patterns and the rythyms of English. They acquire English phrases throughout the day. Given all of the latin and arabic influenced cognates I also think that many vocabulary words are familiar (at least 3,000). Given exposure and opportunity are satisfied , the last hurdle is desire. Panama is a culture driven to learn English...not sure about Spaniards.
