Wouldn't selling a scan be a violation of copyright laws?

Not if its for academic research; scanning/copying the item itself does not violate current US copyright law, only distribution for resale does. Paying someone for their time to (such as a copy machine store) to make scans/copies on a page by page basis regardless of the content printed on the pages does not make that third party liable for copyright infringement.

Um, yeah, it does. "Resale" doesn't enter the picture; only the copyright holder of a work is permitted to make copies, other than copies one makes for personal use (meaning you don't give the copies to others, or give away the original and keep the copy).

Also, I don't think there is any such exception for "academic research". I think perhaps you're getting too much of your information on US copyright law from pirates. :)
