I thought he was thinking about the composite forms, haya hecho, hubiera hecho as opposed to the simple present and past haga, hiciera.

Yes, in Mexico at least. I only find myself using and hearing the present, past and the above mentioned composite form in everyday conversation and most of the translations I get.
Look at conjunctions that take the subjunctive too, some, like aunque, can be used with the subjunctive to express doubt (even if) and with the indicative to express certainty (even though).
