Hello, I am looking for some English learning material for a Chinese speaker who I think is at intermediate level. It must be available in China, in Schijiazhuang.

This might be worth trying if your friend doesn't have strong objections to Christian material:

It seems to be a predominantly audio-lingually inspired course, albeit prehaps a bit flawed (see this thread)
Your friend could also find quite a lot of good video material on youku (a Chinese youtube clone), including "salad English" (perhaps too basic) and "extra English" (a UK Channel 4 sitcom for EFL learners).
There are some websites offering graded video + transcripts + (in some cases) activities aimed at EFL learners:
