ベラベラ - "he-he"? or "fluent"?

I don't want to take up too much time with this but I just gotta know...

I'm googling around and I came across this in Japanese

"Chinese can be spoken (through self-study)"

....and then is that like -- ペラペラ (pera-pera)-- which means "fluent" or is this like they're laughing... "he-he, (but) without a speaking partner what would you say" ..??

does anyone have a quick answer for me?

Wait a sec...maybe this is it..

"pera-pera jyanakutemo" --) but unless (you're) fluent..

aite ga nani o itteirunoka wakaru teido --) no telling to what degree you'll be understood

Did I figure it out or is there something I missed?

独学で中国語を話せるようになりたいです
(ベラベラじゃなくても相手が何を言ってい るのか解る程度)

Roughly means "I want to learn to speak Chinese through self-study(if not fluent, to the extent that I can understand what the other person is saying)"

ベラベラじゃなくても->even if (I'm) not fluent
相手が何を言っているのか-> what the partner is saying
解る程度-> to the degree of understanding
