And like patuco kindly pointed out, I was using it as a comparison to Brazil.

It would be better say "Iberian Portuguese" against "Brazilian Portuguese" or "Angolan Portuguese".
However I prefer to say simply "Brazilian" when I speak about Brazilian Portuguese. As far as I know, Brazilian and Iberian Portuguese are practically mutually unintelligible, so they apppear to be rather two different languages sharing common name "Portuguese"

There may well be other factors, and if so, it would be interesting to hear about them.

Please tell us what reasons you discovered and your conclusions from talking to the locals.

I'd rather not share it on the forum since it would involve an inappropriate discussion. I'll PM you if you're still interested.

That is hardly unlikely. Had Bush met with, say, some "lower-ranking" head of state without any foreign language expertise (like Bush himself), there is a chance that the translator might suck. But as for Russian, which is a big language, I think that the White House use extraordinary translators. Btw. Putin speaks fairly good English.

Michelle Bachelet, the recently elected President of Chile, was interviewed
on US television tonight, in English. Her English is excellent, quite fluent
with relatively little accent. Her Wikipedia biography says she speaks
Spanish, Portugese, English, German, French, and a little Russian.
According to the biography she lived in the US and went to US schools in
her middle school years, and later studied at the graduate level in the US.

Btw. does anyone in here know about the language skills of great leaders (e.g. Lenin, Hitler, Stalin, Mao, Churchill etc.)?
