Well in Arabic most sentences might not make grammatical sense if literally translated. Therefore, I can see why the Chinese sentence might not make complete sense in the English sense.

I don't think it is a set phrase or idiom or anything, though it falls into a seemingly literary form, and may be read among some not-that-excellent lyrical lines. You can take it literally. For example, "in my heart all the time, love for motherland.祖国之爱,常存我心"   "love for motherland" is my casual fabrication just to cover the missing subject.
