Can someone tell me how to type the dagger alif?

AFAIK, the Dagger Alif is not defined in any of the standard MS Windows keyboard layouts because MS Arabic code page (Windows 1256) doesn't support it. I.e., you can use this diacritic only in programs with Unicode support.
If you only occasionally need this diacritic, just use the Windows Character Map application (Start > Accessories > System Tools > Character Map), select U+0607 (Arabic Letter Superscript Alef) and copy and paste it over the base letter.
However, if you type a lot of classical Arabic, you can modify your default Arabic keyboard layout with the free Microsoft Keyboard Layout Creator 1.4 . On my computer, I assigned the dagger alif to SHIFT+S on the Arabic keyboard.
To add the Dagger Alif to the keyboard layout with the Keyboard Layout Creator
1. Load an existing 101 or 102 key Arabic keyboard layout.
2. Click the Shift check box.
3. Click the S key. (It's the only empty space.)
4. Paste the Dagger Alif into the VK_S Shft text box and click OK.
5. Select Project > Test Keyboard, to make sure that it works.
6. Select Project > Build DLL and Setup Package. (You can ignore the warnings.)
7. Install the new keyboard layout and remove the old keyboard in the Regional and Language Settings window.
Note: If you use Windows XP, you'll have to double-click the LayoutXX_i386.msi package instead of setup.exe.
